Exempted from the payment of the fee for the public radio service are the natural persons who:
1. Do not hold radio/TV receptors. They shall submit the following documents:
- Standard statutory declaration according to which they do not hold any radio/ TV receptors at the address of their dwelling - Annex 1R/ Annex 1TV
- Copy of the contract holder ID’s.
2. Hold radio/TV receptors, but:
- They belong to the category of exempted persons based on some special laws - Annex 2
- They own two or several dwellings, and in this case they shall submit the following documents:
- Statutory declaration according to which no other persons dwell in these buildings - Annex 3
- Copy of the electricity invoice;
- Copy of the ID of the contract holder in the respective building.
3. They own garages, pumps, irrigation systems and different electrical circuits (separate metering) feeding parts or additional buildings of the same house — they shall not pay extra amounts for them.
The documents shall be submitted to the Customer Care Centre to which the consumption place is allocated, and the exemption from the payment of the fee for the radio and TV public services is initiated beginning with the moth following the submission of the statutory declaration. These papers will be sent to the Romanian Radio/TV Company by our staff from the Customer Care Centre.
The conditions according to which people with low income are exempted from the payment of the fee for the radio and TV public service
The following categories of natural persons are exempted from the payment of the fee for the radio and TV public services:
- Romanian families and single persons entitled to be granted a minimum income guaranteed as social assistance revenues, based on Law 416/2001, as subsequently amended;
- The pensioner of the Romanian Radio Company and of the Romanian Television Company;
- Pensioner included in the pension schemes for agriculturalists whose rights have been set up based on the legislation prior to the enforcement of Law no 19/2000 concerning the pension scheme and other social assistance rights. The proof of the affiliation to this category is given by the retirement decision or the pension coupon;
- Subscribers to the radio-amplification networks;
- Other categories provisioned under special laws:
- Martyr heroes and fighter that contributed to the victory of the Romanian Revolution in December 1989, as subsequently amended and completed;
- War veterans, as well as some invalid persons and war widows;
- The people persecuted by the regimes installed in Romanian beginning with September 6th, 1940 until March 6th, 1954 for ethnic reasons;
- The persons that carried out the military service in the General Division of the Work Unit in the period 1950-1961;
They shall submit the following documents:
- Application for the exemption from the payment of the fee for the radio and televisions public services;
- Documents proving one of the aforementioned criteria.

RADIO AND TV FEES
Electrica Furnizare Transilvania Nord collects this fee for The Romanian Radio/TV Company on the strength of a concluded contract based on Governmental Decisions No. 977/2003 and 978/2003 published in Official Gazette No. 607/2003.
Electrica Furnizare Transilvania Nord has not established this fee and does not setup its value.
All natural persons with the residence in Romania holding radio/TV receptors are obliged to pay a monthly fee for the radio/TV public service, except those declaring on their own responsibility that they do not hold radio receptors.
NATURAL PERSONS
All natural persons with the residence in Romania holding radio/TV receptors are obliged to pay a monthly fee for the radio/TV public service, except those declaring on their own responsibility that they do not hold radio receptors.
The monthly fee for the radio public service is paid per family (irrespective of the number of its members).
LEGAL PERSONS
All legal persons with the residence in Romania, including their subsidiaries, branches, agencies and representative offices, as well as the representative offices in Romanian of foreign legal persons are obliged to pay a monthly fee for the radio/TV public service.
The obligation for the payment of the radio/ TV fee for all legal persons is not bound to whether they hold radio/TV receptors.
General previsions
- A radio receptor is any device that can receive radio programs, as follows: home radio sets, car radio, mobile phones, computer, iPods or any other devices able to receive radio programs in any manner, as well as TV cable subscriptions.
- The statutory declarations given by the natural persons for the exemption from the payment of the fee for the radio public service shall be renews annually at least 30 days before reaching the deadline of twelve months after the last submitted declaration. This kind of declarations submitted within the aforementioned deadline become effective the month following the month when the declaration was submitted. In case this statutory declaration is not renewed, you shall be rightfully charged the fee for the radio public service.
- The statutory declaration is made acknowledging the provisions and sanctions under article 292 in the Penal Code concerning false declarations.
- In the statutory declaration there has to be mentioned that radio receptors are not held in the house, in the private car, mobile phone, iPods or any other devices receiving radio programs, as well as TV cable subscriptions.
- The statutory declaration has to compulsorily comprise the following elements for the identification of natural persons: surname and first name, Personal Identification Number, the data on the ID, the exact address, the client code on the electricity invoice (for which the declaration is made).
- If payment is not made on time for the Radio and TV public services, natural and legal persons will be charged with this fee for every day of delayed payment. These penalties are determined in accordance with calculation methodology for late payment of electricity invoice issued by Electrica Furnizare, which is mandated by law to invoice and collect these fees for Radio and TV public services.
