Starting with 1 April 2011, entry into force, Order of the President of the Electricity Regulatory nr.12 /25.02.2011,published in MO nr.176/14 march 2011.
According to this Order, suppliers are obliged to invoice the client contribution to high-efficiency cogeneration.
Contribution for high-efficiency cogeneration is part from national legislation of “Directive 2004/8/CE for cogeneration promoting based on necessary thermal energy”.
This contribution is a support promoting production of heat and power for high-efficiency cogeneration, to reduce consume for raw materials and energy in production process concomitant with reduction of pollutant emissions.
The contribution value to high-efficiency cogeneration is, according to Order 12 ANRE, 0,0185/kWh, exclusive TVA.
Contribution paid by final customer is directly proportional with the quantity of energy billed monthly and it not depends by tariff type. This will be separate on the bill.
Energy customers have, according to same Order, obligation to pay amounts the value invoiced, and for late payment, have obligation to pay penalties for it, according to supply electrical energy contract for payment.
Example for calculation:
For a 100kWh consume monthly, contribution for high-energy cogeneration will be:
100 x 0, 0185 = 1, 85 lei exclusive TVA
1, 85 x 1, 24 = 2, 29 with TVA
Money for this support, will be allocated to electrical energy producers for high-energy cogeneration (Order ANRE no.9/25.02.2011).
